Turkey's Citizenship by Investment program has become one of the most popular investment immigration pathways in the world — and it is easy to see why. With a relatively low investment threshold, a fast processing time, and a passport that opens doors to over 110 countries, Turkish citizenship attracts thousands of applicants every year from the Middle East, Europe, Central Asia, and beyond.
But how does the program actually work? Who qualifies? And what are the exact steps to apply?
This guide answers every question you need to ask before starting your Turkish citizenship journey.
What Is the Turkish Citizenship by Investment Program?
Introduced in 2017 and expanded in subsequent years, Turkey's Citizenship by Investment program allows foreign nationals to obtain Turkish citizenship in exchange for a qualifying investment in the country. Real estate is by far the most popular investment route, accounting for the vast majority of all applications.
The program is officially regulated by the Turkish government and managed through the General Directorate of Population and Citizenship Affairs.

Step-by-Step: How to Apply for Turkish Citizenship by Investment
Step | Action | Timeframe |
|---|---|---|
1 | Choose and purchase a qualifying property ($400,000+) | 2–6 weeks |
2 | Obtain the title deed (Tapu) in your name | 3–7 days |
3 | Apply for a Certificate of Conformity from the Ministry of Environment | 2–4 weeks |
4 | Obtain a short-term residence permit | 1–2 weeks |
5 | Submit citizenship application to the Population Directorate | 1–2 days |
6 | Biometric data collection and document verification | 1–2 weeks |
7 | Application reviewed by the Presidency of Turkey | 2–4 months |
8 | Citizenship approval and passport issuance | 2–4 weeks |

Step 1 — Purchase a Qualifying Property
The property must have a minimum declared value of $400,000. It can be residential or commercial, off-plan or ready to move in, and located anywhere in Turkey. However, Istanbul remains the top choice due to its strong rental market and capital appreciation potential.
Importantly, the $400,000 can be spread across multiple properties — you are not required to invest in a single unit.
Step 2 — Obtain the Title Deed (Tapu)
Once the purchase is complete, the title deed is transferred to your name at the Land Registry Office. This is a critical document for your citizenship application.
The property must also be annotated with a restriction noting that it cannot be sold for a minimum of three years — this is a legal requirement of the program.
Step 3 — Certificate of Conformity
This certificate, issued by the Ministry of Environment, Urbanization and Climate Change, confirms that your investment meets the minimum value requirement for the citizenship program. It typically takes 2–4 weeks to obtain.
Step 4 — Residence Permit
A short-term residence permit is required as part of the citizenship application process. This does not mean you need to live in Turkey — it is simply a procedural requirement.
Step 5 — Submit Your Application
The citizenship application is submitted to the General Directorate of Population and Citizenship Affairs, along with a full set of supporting documents.
Steps 6–8 — Review and Approval
Your application is reviewed, biometric data is collected, and the file is sent for final approval by the Presidency of Turkey. Once approved, your Turkish ID card and passport are issued.
Required Documents
Document | Notes |
|---|---|
Valid passport | With certified Turkish translation |
Title deed (Tapu) | Original or certified copy |
Certificate of Conformity | Issued by the Ministry |
Birth certificate | With certified Turkish translation |
Marriage certificate | If applicable, with translation |
Biometric photos | Recent, passport-standard |
Short-term residence permit | Obtained before application |

How Much Does It Really Cost?
Beyond the $400,000 property investment, applicants should budget for the following:

Legal / agency fees | $2,000–$5,000 |

How Long Does the Process Take?
Phase | Timeframe |
|---|---|
Property purchase to Tapu | 2–6 weeks |
Certificate of Conformity | 2–4 weeks |
Residence permit | 1–2 weeks |
Citizenship application review | 2–4 months |
Passport issuance | 2–4 weeks |
Total from purchase to passport | 4–6 months |
Turkish Citizenship vs UAE Golden Visa
Many investors compare these two programs before making a decision. Here is a quick breakdown:
Turkish Citizenship | UAE Golden Visa | |
|---|---|---|
What you get | Full citizenship + passport | Residency visa (10 years) |
Minimum investment | $400,000 | ~$545,000 (AED 2M) |
Family inclusion | Yes — spouse + children under 18 | Yes |
Visa-free travel | 110+ countries | UAE residency benefits |
Processing time | 3–6 months | 2–4 weeks |
Dual citizenship | Yes | N/A (residency only) |
Right to work | Yes, anywhere in Turkey | Yes, in UAE |
Both programs have their advantages. Turkish citizenship is the stronger long-term option if you want a second passport. The UAE Golden Visa is ideal if you want residency in Dubai without giving up your current citizenship plans elsewhere.
